Debbie Winans is a conservative, independent candidate who believes in:

Keeping Property Taxes Low

Two of the most important factors in maintaining low taxes are good financial responsibility and proper management of growth and development. Debbie has made sure our tax dollars are spent wisely and not wasted, and she will continue to do so. She will work to ensure the current Comprehensive Plan balances the amount of residential growth, commercial development, rural conservation and historic preservation. These are essential in maintaining a healthy and prosperous community that will not drain the county’s resources.

Improving Roads and Transportation

Reducing traffic and making our roadways safer are a top priority. Many of the roads throughout Hanover County are in need of repair and improvement. Debbie will encourage and support state legislation to reform VDOT and provide necessary funding for road improvements. She will also work with other localities to develop a regional transportation plan to provide solutions for our present and future transportation needs.


Maintaining an Excellent Public School System

A strong school system strengthens a community’s future. Our children need a good education for their own success as
well as for the prosperity of the community. Debbie served as a volunteer in the county school system for many years.
She will make sure the Mechanicsville District has a responsible, responsive member on the School Board who will ensure
the school system receives adequate funding to meet the educational needs of our children.

Supporting Law Enforcement and Providing for Public Health and Safety

The men and women who put their lives on the line every day for the citizens of Hanover deserve the funding and
equipment they need to do their jobs effectively. Debbie will support a county budget that provides for the needs of law
enforcement, emergency medical services, fire departments and public health services.

Controlling Growth and Encouraging Responsible Economic Development

Economic development provides vitally needed income to support county services. Having worked in a family business for
many years, Debbie understands the needs of local businesses. She continue to will work to ensure the county focuses
on attracting responsible commercial and industrial development that will benefit the community and not threaten the
health and safety of the citizens.

Preserving Historic Resources

Hanover County has a responsibility not only to its citizens, but to all Americans to preserve the history made here that
changed the course of events leading to the creation of our great nation - the United States of America. Debbie serves on
the Hanover County Historical Commission, is a member and past Treasurer of the Hanover County Historical Society and
is also the Treasurer of the Parsons’ Cause Foundation. She understands and appreciates the value of our county’s
history and will work to preserve it for future generations.

Protecting the Environment

Hanover is very fortunate to have several beautiful rivers, streams and creeks flowing through the county. It’s important to
protect these natural resources as well as our forests, parks, farmland and the air that we breath. Debbie will work to
ensure county ordinances are in place and are enforced to prevent pollution of our environment and destruction of our
natural resources.
